Unfortunately, this product does not have a VESA wall mounting option as they are mainly intended for rackmount usage. That being said, the manufacturer also offers the similar AP-19 which does offer VESA mounting option.

Question: Can I connect two VGA inputs to this monitor, and toggle between them via the OSD?

You could indeed connect two VGA inputs to the RP-819, and toggle between them. You can do this using one of the following two methods:

1) You can use a simple 2 port VGA switch i.e. the NTI SE-15V-2-2C1U, and then switch seamlessly between the sources using the buttons on the unit.
2) The RP-819 also by default includes both a VGA and a DVI-D input, so a user can pick the video input for their application. If you convert the DVI-D input to VGA with i.e. the Adder DVA, you could natively change sources between that and the other VGA in the OSD.
